The CDS Network is presently hosted by the Academic Unit in Development Studies, Autonomous University of Zacatecas, Mexico
FROM ZACATECAS TO HALIFAX AND BACK:TOWARDS A CDS NETWORK To advance alternative forms of knowledge in the field of development, a group of academics and researchers at the Autonomous University of Zacatecas (UAZ), in collaboration with colleagues other institutions such as Saint Mary’s University, founded (in 2004) a programme of postgraduate studies leading to the doctoral degree.  In October 2006 this collaboration led to the founding conference of what is now the Critical Development Studies (CDS) Network. The Conference ended with a resolution (the Halifax Communiqué) that included the following statement of aims : To constitute a network of scholars and institutions that share the goals and broad interest in promoting a critical perspective on the way development is conceived and studied;  Share among member institutions human resources, bibliographic databases and where practicable physical resources and facilities; Create a south-north pool of researchers to provide direction to graduate students within the Network in the direction of CDS;  Advance research oriented by a concern for critical thinking and analysis, and the constitution of alternative forms of development knowledge geared to substantive social change; Offer an annual CDS Summer School open to students at any institution in the Network.

No cabe duda que estamos en un momento histórico en que es imprescindible realizar un balance a fondo de las nuevas teorías y prácticas del desarrollo. Proponemos, pues, examinar críticamente lo que se ha aprendido en las últimas décadas en relación a lo que se ha llamado el neo-desarrollismo, el socialismo del Siglo XXI y el Buen Vivir. Nos proponemos llevar a cabo un debate abierto sobre cuál ha sido la relación entre los gobiernos progresistas y los movimientos sociales. Ante todo nos interesa vislumbrar si es posible, o aún deseable, plantear hoy en día una nueva teoría latinoamericana del desarrollo del nivel de generalidad como fue la teoría de la dependencia en su día. El propósito de este taller es abrir un diálogo productivo, y mirando al futuro, entre los análisis académicos y las perspectivas políticas con miras a establecer una plataforma de discusión permanente acerca de posibles opciones de transformación social para América Latina sustentadas en el pensamiento crítico.

Desde el comienzo de este siglo hemos visto una serie de cambios fundamentales en la teoría y la práctica del desarrollo en América Latina. Mientras las teorías dominantes de los años 80 y 90, basadas en el llamado Consenso de Washington, priorizaron el papel protagónico del mercado, ahora se ha comenzado a imaginar y elaborar un modelo de desarrollo pos-neoliberal. Sea desde los nuevos gobiernos progresistas, los movimientos sociales o incluso de algunos organismos internacionales como la CEPAL, se ha repensado el papel del Estado, la importancia de combatir la pobreza y la desigualdad, la cuestión del medio ambiente, la opresión de género y las identidades culturales. Esta búsqueda creativa de nuevos derroteros plantea alternativas conceptuales y prácticas al paradigma hasta ahora dominante.

We are pleased to report the successful conclusion of an informative and productive workshop in Zacatecas. This gathering of researchers resulted in shared knowledge, new professional relationships and plans for new future work as we seek to identify, explain and inform the nature of Latin American Development in the 21st-Century.
